- Oversee and coordinate preparation of devolution policies and plans at Central Government, Metropolitan, Provincial and Rural Authorities level;
- Prepare in conjunction with other Ministries and relevant bodies quarterly reports on the implementation of the devolution policy;
- Analyse Government policies and coordinate the formulation of policies across Government;
- Harmonise the policy formulation process with a view to eliminate inconsistencies, duplications and redundant efforts in liaison with the Cabinet Secretariat;
- Facilitate the planning and execution of cross-cutting national priorities and outcomes in collaboration with the agencies responsible for planning and finance;
- Examine the relevance of and provide feedback to Government so that policies, laws, programmes or projects can be modified, amended, continued or halted to meet public interest and demand;
- Supervise Zimbabwe Investment Authority;
- Coordinate implementation of projects in the Special Economic Zones.
- Facilitate and promote communication and collaboration between Head Office and the Offices of the Ministers of State for Provincial Affairs;
- Collate and consolidate monthly, quarterly and ad hoc reports on the implementation of Government policies, programmes and projects in the provinces.
